Cookie Monster Halloween costume?

I'm going to dye my hair royal blue, wear a blue shirt, jeans, blue shoes, etc. I kind of want to make eyes out of something that I could like, glue to a blue headband and wear...anyone know what I could make those out of?

cut a styrofoam ball in half and draw black circles in the middle ( maybe off center since his eyes are googly) then glue the styrofoam to your headband

What kind of stuffing do they use in a plush water toy? I need to make some sewn water safe costume props!?

I am a plush maker, and I have looked EVERYWHERE I can't find the answer! It can't be normal stuffing cause that stuff soaks up water like a sponge and gets gross. I want to make some costume props (big plush tentacles for a monster) that will be safe to go in the water (Think made with spandex and stuffed).

Anybody know what the stuff is called? Or where I can buy it? Or anything else I could smoothly stuff a sewn prop that will be water safe and won't absorb up water.
